I believe they have an age cap cause i register again with a different email this time I'm 13 years old lol and it worked like a charm!!!

An age cap is an age limit. Some web sites won't allow any users to log in if they are below a certain age.

I wonder how big a consideration it is with the producers that winner is someone who is attending the broadcast. Why else would the producers have any say at all?

I have no problem with the age cap as it is called The Teen Choice Awards. Of course if it's really The Producer's Choice Awards then nevermind.
