Yes, borderline psycho fan is a good way to describe it. Frankly I'll be pretty freaked out if someone keeps tweeting me like that...

But to end on a positive note, he's got awesome painting skills.

Not gonna go and check out his tweets to confirm what you guys are saying is true but I must say, he's got talent. This is a amazing drawing of Chloë. I'm guessing it may be modeled after Abby from LMI. To me it looks like Abby.
